Navigators and Georgia Access Specialists (CACs)

Georgia Access

Georgia will operate as a State-based Exchange for Open Enrollment 2025 which will be available on November 1, 2024. Community organizations across the State will be critical to help reach underserved and uninsured Georgians. 

Navigators are trained and managed by Navigator Grantee organizations. The Georgia Access Specialists (GAACS) are employees or volunteers of organizations called Counselor Designated Organizations (CDOs). You must be associated and sponsored by an approved Navigator organization or CDO to apply for a Navigator or Georgia Access Specialist license. Both Navigators and Georgia Access Specialist must be licensed to assist consumers.

  • Applying for a Navigator or Georgia Access Specialist license
    1. Complete 10 hours of prelicensing training course under the category of Navigator for both license types from a state approved course provider .
      1. For a list of providers and courses, go to Lookup Education Courses or Transcript
      2. Select Approved Courses Inquiry
      3. Select Georgia and click on Submit
      4. At Education Type, select Pre-Licensing Education at the dropdown and Navigator PE
      5. Click on Submit
      6. When list appears, click on the name of the Provider for contact information
    2. Complete the Georgia Access Certification link found on the Georgia Access website
    3. Pass the Navigator Exam. Both Navigators and Georgia Access Specialist will take the Navigator exam. Registration and Exam information can be found on the Pearson VUE testing site 
    4. Print, complete, sign, and notarize The Citizenship Affidavit Form
    5. Make a copy of the secure and verifiable identification document from the list provided
    6. Collect documents to upload when applying:
      1. Citizenship Affidavit and copy of the front of an acceptable identification document
      2. Proof of your affiliation with the Navigator Grantee or the CDO
      3. Proof of Completion of the Georgia Access Certification
    7. Be prepared to pay for the license application - $55.00 ($50 license fee plus $5 processing fee) 
    8. Access Sircon.com to apply
    9. Select "Apply for a New License"
      1. The License Application page will appear
      2. Select "New Insurance License"
      3. Follow the step by step instructions
      4. Submission of the requirement documents can be done after completing and paying for your application online via Sircon

        1. NOTE: Your application cannot be processed for approval until this form and attachments are received.
    10. After submitting, you will receive an email acknowledging your submittal which will contain a transaction number and other information. Keep this information for your reference.
    11. Register for electronic fingerprinting after submitting your application. Please follow these Download this pdf file.  instructions  to complete this process. 
    12. After applying, you will receive an email if there are any issues with your license application. You will have sixty (60) days to provide all requirements. If not provided, the application will be closed incomplete and you will need to reapply and pay all fees again. 
  • Renewals - Navigators and Georgia Access Specialist Already Licensed

    You are eligible to apply for online renewal of your license 90 days prior to expiration date.

    1. Collect needed documents to upload with your renewal:
      1. Proof of affiliation form, and 
      2. Georgia Access Platform Certification
    2. Complete continuing education requirement
      1. To find available CE courses, go to list of providers and courses,
        1. Select Lookup Education Courses or Transcript
        2. Select Approved Courses Inquiry
        3. Select Georgia and click on Submit
        4. At Education Type, select Continuing Education at the dropdown and Navigator CE
        5. Click on Submit
        6. When list appears, click on the name of the Provider for contact information
      2. The Georgia Access Training Certificate course is also eligible for CE credit
    3. Visit Sircon
    4. Click on the “Renew or Reinstate a License” button
    5. Follow the prompts to complete the process
    6. Uploads of required documents must be completed for the approval of your renewal:
      1. Proof of your affiliation with Navigator Grantee or CDO
      2. Georgia Access Training Certificate
      3. If you are a non-citizen you are required to upload a newly executed Citizenship Affidavit with verifiable ID
    7. Submit payment
  • Georgia Access Platform Access for Licensed Accident and Sickness Agents
    • Must have a current Agent - Accident and Sickness Georgia License (Resident or Non-Resident)
    • Complete the Georgia Access Certification training which will provide three CE hours
